Wastewater Treatment Plant Improvements Project

Project Description:
The City was operating Anaerobic Digestion facilities constructed
in the 1950's which were upgraded in the 1980's. In 2007,
Commonwealth Engineers, Inc. (CEI) completed a detailed planning
report which identified cost effective options to implement state
of the art technologies to update the Wastewater Treatment
Facilities and Biosolids treatment process. As a result of this
study, the City elected to modify the existing biosolids treatment
structures to incorporate a new Class A Biosolids treatment
process. The plan called for blending dewatered Class A Biosolids
with the existing City compost material from yard wastes and
eliminating disposal of the Biosolids to local landfills. The
primary and secondary treatment trains were also expanded
increasing the design capacity to 3.25 MGD and peak flow to 7.0
MGD. The Class A process utilized is the AutoThermal Thermophilic
Aerobic Digestion (ATAD) to process 3300 lbs/day of solids.
The design began in July of 2007 and was completed in February
of 2008. The construction of the new facilities began in July 2008
and was complete in July of 2009. Commonwealth provided all
engineering services including construction administration,
inspection and plant start-up services.
